    We have a pier that was extremely damaged in hurricane. Since just the pilings are there is it necessary to get a permit to put back about 600+sq feet of decking? I imagine all contractors would but would a private individual have to get one? It was a 200 foot peir with boat lift and now only pilings remain.

    web site says all building is regulated. But I was wondering how would they know to tax me since I had it removed from property taxes. Wouldn't it be illegal to rebuild without their notification or I just call and say put it back on and then at what value, what I paid for the reconstruction or the original price of the structure?

    In Virginia, most construction over 1000 which yours sounds like it will be needs a permit. That will take care of the tax question.
